En septiembre 15, 2016, en aproximadamente 11:50 p.m., an officer from the Oxnard Police Department was on patrol when he stopped a vehicle for a vehicle code violation. Durante la parada, he contacted the driver, Jacqueline Pena, and passenger Jake Everett Lopez. Lopez was found to be a documented gang member out of the City of Los Angeles and a convicted felon who is currently on Post Release Community Supervision.
Durante una búsqueda del vehículo, officers located narcotics and a handgun within the passenger compartment. Pena and Lopez were arrested for various weapons and drug related charges. They were booked into the Ventura County Jail.
The Post Release Offender program was created by Assembly Bill 109 - el 2011 Realineación de la seguridad pública.
