SUBJECT: Registered Sex Offender found in possession of a loaded sawed-off shotgun

On April 27, 2021, the Oxnard Special Enforcement Unit (SEU), the Oxnard Drug Enforcement Unit (DEU), Oxnard K9 Unit, and Homeless Liaison Officers (HLO’s) conducted an investigation at Community Center Park directed at reducing illegal activity occurring at the park. During the investigation, Samuel Chester, was observed seated in the driver’s seat of his vehicle which had expired registration for over two years. HLO Officers conducted an enforcement stop and contacted Chester. During the investigation, a K9 Officer located a loaded sawed off shotgun directly behind the driver’s seat of the vehicle.
Samuel Chester has a violent criminal history and is a registered sex offender. Chester was arrested for several felony weapons charges and booked into Ventura County Jail with zero-bail, pending a court appearance.
