DETAILS: On January 26, 2014 at approximately 5:31PM, the Oxnard Police Department’s Emergency Communications Center received a call of a fight in the 100 block of South C Street.  Oxnard police officers and emergency medical personnel were dispatched.   When officers arrived, they located the unconscious victim, identified as Alexander Ysidro Flores Ramirez.  Ramirez was immediately transported to the Ventura County Medical Center for treatment.  Ramirez was stabilized, but became unconscious.

On March 5, 2014 Ramirez’s condition deteriorated and he passed away.  On March 7th 2014, an autopsy was conducted by the Ventura County Medical Examiner’s Office.  The medical examiner determined that Ramirez’s death was a homicide.
During the course of the investigation, detectives from the Oxnard Police Department received several calls from the public and located additional witnesses.  Evidence was collected and statements were obtained, resulting in the identification of Forest Hollins being an involved party.  Detectives contacted Forrest Hollins and he provided a voluntary statement.
After the evidence was analyzed and all statements were reviewed, investigators determined that Alexander Ramirez approached Forrest Hollins and punched him.  Forrest Hollins defended himself by punching Alexander Ramirez back one time with his fist. Ramirez fell back and struck his head, eventually losing consciousness.  Unfortunately, Ramirez was unable to recover from his injury.
The case was presented to the Ventura County District Attorney’s Office for their independent review.  After careful consideration of all available facts, both agencies have come to the same conclusion.  Based on the known facts of the case, the Ventura County District Attorney’s Office determined that no charges will be filed against Forrest Hollins for this incident.
The Oxnard Police Department would like to thank the many concerned members of the public who came forward with information.  If anyone has any further information about this case, contact Detective Currie at (805) 200-5682.
