(OXNARD, Calif) –
The Oxnard Police Department is currently conducting an investigation involving a combative subject at St. John’s Regional Medical Center (SJRMC) who was being investigated for being under the influence of a controlled substance. The subject has been identified as Rafael Beltran Jr., a 37-year old Oxnard resident.
Preliminary information indicates that earlier this afternoon at approximately 12:12 p.m., an Oxnard Police Officer was driving in the area of Saviers Road and Guava Street in the City of Oxnard when Beltran Jr. ran in front of a marked police unit. The officer stopped his vehicle at which time Beltran Jr. jumped on top of the police car. He proceeded to run away at which time the officer followed Beltran Jr. to check on his well being. The officer was able to make contact with Beltran Jr. in the area of Saviers Road and Laurel Street at which time he was detained without incident.
During the contact, Beltran Jr. admitted to using a significant amount of methamphetamine prior to his encounter with police officers. Beltran Jr. displayed signs of being under the influence of a controlled substance and he was subsequently arrested and transported to SJRMC for a medical clearance prior to being booked at the Ventura County Jail.
At approximately 3:30 p.m., the medical clearance process was completed and officers attempted to prepare Beltran Jr. for transportation to the Ventura County Jail. Beltran Jr. became combative with officers, hospital staff, and emergency room security. Several Oxnard Police Officers were able to ultimately subdue and handcuff Beltran Jr. Shortly thereafter, Beltran Jr. experienced a medical emergency and was treated. He is currently being monitored in the Intensive Care Unit at SJRMC.
Detectives are continuing to investigate the incident and will determine appropriate booking charges upon completion of their investigation. Beltran Jr. is a documented Colonia Chiques gang member and is currently in the Post Release Offender program.
