On January 11, at 8:34 p.m., officers from the Special Enforcement Unit (gang unit) and the K9 Unit conducted a traffic stop in the area of Gallatin Place and Gonzales Road for a vehicle code violation. The vehicle failed to yield, and a pursuit ensued. The pursuit ended in the west alley of the 2100 block of Mariposa Street when it collided with an unoccupied parked vehicle. The driver who was later identified as Andrew Marquez, fled on foot. After a brief foot pursuit, Marquez was apprehended in the area of Mariposa Street and Dahlia Street.
Marquez is a documented criminal street gang member within the City of Oxnard. Marquez is on probation for residential burglary and is a prohibited person from possession of firearms and ammunition. During a search of the vehicle, officers located a loaded handgun in a hidden compartment of the vehicle.

On January 11, 2020 at about 8:34 P.M., patrol officers from the Oxnard Police Department, along with Emergency Medical Services (EMS), responded to the west alley of the 5400 block of Perkins Road reference a shooting victim. EMS personnel transported a 16-year-old male victim to Ventura County Medical Center. The victim is currently listed in stable condition.
Witnesses reported seeing a dark colored sedan leaving the scene shortly after the shooting.

On January 2, 2020 at approximately 9:00 A.M., Investigators from the Oxnard Police Department Violent Crimes Unit, with the assistance of the Special Weapons and Tactics Team (SWAT) and the K-9 Unit, served a search warrant in the 2000 block of San Jose Street. The search warrant was related to gang related robbery that occurred on December 5th, 2019, in Colonia Park, 170 North Juanita Avenue.
In that incident, a juvenile victim was contacted by several subjects in the park. At one point, one of the suspects took the victim’s property then brandished a knife at the victim. The suspect then made statements regarding his allegiance to an Oxnard based criminal street gang. The victim then fled from the scene.
During the course of the investigation, investigators were able to identify the primary suspect, a 15 year old Oxnard resident. While serving today’s search warrant, the juvenile was contacted at the residence and arrested for robbery and street terrorism. The investigation is ongoing.

On July 20, at approximately 8:47 p.m., officers from the Special Enforcement Unit (SEU) conducted a directed patrol in the Southwinds Neighborhood, in response to the concerns of residents regarding recent gang activity. The specific focus of the enforcement detail included the apartment complexes between the 200 and 500 block of Cuesta Del Mar.
During the enforcement detail, SEU officers contacted a 16-year-old juvenile, Oxnard resident, in the 400 block of Cuesta Del Mar. During a search of the juvenile, officers located a loaded firearm inside an empty bag of potato chips the juvenile was holding. The firearm was determined to be unregistered. Officer arrested the juvenile on several firearm related charges and transported him to Juvenile Hall.
The Oxnard Police Department’s Special Enforcement Unit is committed to reducing gang crimes and gun violence in the City of Oxnard through the strict enforcement of laws specifically targeting known, active gang members residing in the city. So far this year, officers have seized approximately 12 firearms in the Southwinds Neighborhood from gang members, and associates. The SEU is committed to prioritizing focusing zero-tolerance gang enforcement efforts on Cuesta Del Mar in an effort to reduce gang activity in the area, and improve the quality of life for the residents.

On June 04, 2019, at about 4:24 A.M., patrol officers from the Oxnard Police Department along with Emergency Medical Services (EMS) responded to 1750 East Channel Islands Blvd. for a reported unconscious subject. When officers arrived, they located a 48-year old Caucasian female lying unconscious at the front of the closed business. EMS transported her by ambulance to a local hospital, where she is currently receiving treatment.
Investigators are asking the public to come forward if anyone has witnessed what happened to this woman, and why she became unconscious. The public is asked to contact Detective James Crilly (805) 385-7686.

DETAILS: The Oxnard Police Department participates with outside agencies in the investigation and prosecution of narcotics related crimes. Assets seized are proportionately shared among the participating agencies. The California Health & Safety Code requires that a portion of the seized assets “shall be used for the sole purpose of funding programs designed to combat drug abuse and divert gang activity…It is the intent of the Legislature to cause the development and continuation of positive intervention programs for high-risk elementary and secondary school age students.”

On February 25, 2019, at approximately 6:50 p.m., the Oxnard Police Department responded to the 100 block of Mallard Way, regarding a female suffering from suspicious injuries. Officers located the injured female and contacted EMS. EMS arrived on scene and immediately transported the victim to St. John’s Hospital.
The female victim is listed in critical condition according to medical personnel.
The incident is being investigated by Oxnard Police Department Investigative Services Bureau. The victim’s name is being withheld pending notification of her next of kin.

On May 12, 2018, at approximately 5:00 p.m., officers from the Oxnard Police Department and EMS personnel responded to a traffic collision on Auto Center Dr. and Ogden Ct. When officers arrived on scene they located a 2007 Honda Civic with major damage. Officers determined that the vehicle had left the roadway and broadsided a large palm tree. The vehicle’s driver, a 31-year-old male Oxnard resident, was pronounced deceased at the scene by EMS personnel.
Based on the initial investigation officers determined that the Honda Civic was traveling eastbound on Auto Center Dr. at a high rate of speed. The driver lost control of the vehicle, left the roadway, and struck the palm tree.
Officers received information indicating that the driver of the Civic may have been racing a motorcyclist prior to the collision. A motorcyclist was interviewed by officers at the scene. The motorcyclist was later released pending further investigation.
It is unknown whether alcohol or drugs were involved. The collision is still under investigation.
The identity of the driver is being withheld pending notification to next of kin.

MOTORCYCLE AWARENESS MONTH IN MAY
In order to reduce motorcycle crashes and save lives, The Oxnard Police Department and the California Office of Traffic Safety (OTS) are teaming up with the National Highway Traffic Safety Administration (NHTSA) this May for the annual Motorcycle Safety Awareness campaign to help save lives on our roadways. The awareness campaign aims to educate drivers and motorcyclists to be more aware of one another, creating safer roads and saving lives in the process.
The Oxnard Police Department will join law enforcement agencies throughout the State to step up enforcement along with awareness efforts to lower motorcycle deaths and injuries during the month of May. Officers will focus on strict enforcement of traffic laws by both cyclists and drivers this month and will be deploying saturation patrols on May 12, and May 27, 2018.
According to NHTSA, motorcyclists accounted for 14 percent of all traffic fatalities in 2015, while motorcycles make up just 3 percent of all registered vehicles in the United States. In 2016, 5,286 motorcyclists were killed in motor vehicle crashes – a 6 percent increase from the 4,976 killed in 2015. More than 88,000 motorcyclists were injured in motor vehicle crashes.
Recent data from the California Department of Motor Vehicles shows there are more than 900,000 registered motorcycles in the state and more than 1.4 million licensed riders. In 2016, 560 motorcyclists were killed in motor vehicle crashes in California– an 11 percent increase from the 494 killed in 2015. More than 14,400 motorcyclists were injured in motor vehicle crashes.
The Oxnard Police Department has these general tips to drivers on how to prevent a fatal crash with a motorcycle:
- Though a motorcycle is a small vehicle, motorists can do their part by sharing the road.
- Always use a turn signal when changing lanes or merging with traffic.
- If you see a motorcycle with a signal on, be careful: motorcycle signals are often non-canceling and could have been forgotten. Always ensure that the motorcycle is turning before proceeding.
- Stay alert, check all mirrors and blind spots for motorcycles before changing lanes or merging with traffic.
- Always allow more following distance when behind a motorcycle. This gives them more time to maneuver or stop in an emergency.
- Never drive distracted or impaired.
Motorcyclists can increase their safety by following these steps:
- Wear a DOT-compliant helmet and other protective gear.
- Ride safely when lane sharing and always proceed at safe speeds.
- Obey all traffic laws and be properly licensed.
- Use turn signals at every lane change or turn.
- Wear brightly colored clothes and reflective tape to increase visibility.
- Never ride distracted or impaired.
The Office of Traffic Safety encourages all riders, new and experienced, to enroll in the California Motorcyclist Safety Program (CMSP). The CMSP was developed in July 1987 and has training sites throughout the state. The CMSP trains approximately 60,000 motorcyclists per year and has trained more than 1.1 million motorcycle riders.
