DETAILS:
On December 7, 2013, at about 11:52 A.M., officers responded to the 1800 block of Napoleon Avenue after receiving a call of gunshots fired from a vehicle. When officers arrived, they located several bullet strikes into a house and a vehicle in the 1800 block of Napoleon Avenue. No one was struck by the gunfire.

Witnesses told officers that a red sedan, occupied by at least two male subjects, approached the residence. A passenger got out of the vehicle and fired several rounds from a handgun towards the residence. The vehicle fled the area.

At 0019 hours on 1/1/14, Oxnard Police Officers responded to a call of a stabbing victim in the 1000 Block of West 9^th Street. Officers arrived and found the victim, Ambriz, who suffered a minor stab wound to his neck. He was transported to VCMC with the non-life-threatening injury.

Officers learned that the suspect may have been an acquaintance of Ambriz’. However, no arrest in relation to the stabbing has been made. One other individual was arrested for a parole violation.

DETAILS:
On 2-9-14, at approximately 1952 hours, officers from the Oxnard Police Department responded to the report of a single vehicle traffic collision in the area of Bryce Canyon and “A” Street. Additional information was received indicating a shooting may have occurred as well. Once on scene, officers learned that the victim vehicle was travelling south on “A” Street in the area of Bryce Canyon when a Hispanic male in a hooded sweatshirt fired shots at the vehicle. The vehicle collided with a tree, and all occupants fled from the vehicle. Two occupants were located in the area and were transported to local hospitals with minor injuries as a result of the traffic collision. A third occupant believed to be in the vehicle at the time of the collision was not located.

Officers were unable to learn anything further about the suspect. Evidence of a shooting was located.

DETAILS:

On 2-23-14, at approximately 1928 hours, officers responded to an attempted robbery at the Guadalajara Cafe located in the 100 Block of North Hayes Avenue. The 26-year old victim told officers that two subjects entered the bar and demanded the victim’s wallet at gunpoint. The victim fought back and several other patrons assisted the victim. The two suspects fled the bar and were last seen running southbound on Hayes Avenue towards First Street. The victim sustained only minor injuries as a result of this incident.

Moments later, officers responded to the area of Cooper Road and Bonita Avenue reference two assault victims. Two juvenile subjects were located and contacted at that location. Officers and EMS treated the juveniles for their injuries and transported them to a local hospital for treatment. The two injured juveniles are suspects in this attempted robbery.

The investigation is on-going.

DETAILS: In our ongoing efforts to inform residents of what is happening citywide, Oxnard Police have examined crime trends and offer crime prevention tips under our umbrella initiative, “Operation Safer & Stronger.” This is the second installment of the year, reviewing data for the month of February. This month, we focus on burglary prevention and hope readers and residents will continue to share this information with neighbors, family and friends.

“It is our hope to have a more informed and engaged community, that can serve as partners in public safety,” said Jeri Williams, Oxnard Chief of Police. “There are small steps we can all take, to make it more difficult of becoming a victim of crime – and, we can all share that with the circle of people around us” Williams added.

A burglary, under California Penal Code 459, is defined as the entering of a building or structure (or vehicle, when doors are locked) without the owner or resident’s consent and it was entered with the intent to commit a felony or theft therein. Burglary is a felony and can be punishable by imprisonment in state prison or county jail depending on the degree.

The Oxnard Police Department has seen an increase in burglaries to residences and to vehicles.

To date in Oxnard, the entry method most used in residential burglaries is bodily force. This includes window smashes, pried doors or cut locks.

For vehicles, window smashes, followed by unlocked doors, are most prevalent. Electronics and jewelry were taken. We continue to encourage residents to not leave any visible valuables in your cars, or to secure them in your trunk, out of sight.

Most often, residents ask, “How could this happen?” They thought they lived in a “good” neighborhood. It is not a matter of living in a “good” neighborhood or not. The thieves more than likely come from OUTSIDE the neighborhood. The best way to deter them is to not give thieves the opportunity, or frankly make it more difficult, and report any suspicious activity to the Police.

“Calls of suspicious activity by neighbors and community members have led to significant arrests thus far this year. With your help, we can make it more difficult, and continue to remove these individuals from our streets and our neighborhoods.” said Williams.

Below we offer some tips to help prevent burglaries to your home or vehicle:
VEHICLES
·         An unlocked car is an invitation to a thief – lock your vehicle before leaving it and take the keys.
·         Close all of the windows – thieves can open vehicles through the smallest of openings.
·         Lock your vehicle even if you only make a brief stop at a gas station, store or mall.
·         At night, park in well-lit and active areas.
·         Keep your registration in your wallet or purse, not in the car.
·         Do not leave your garage door opener in your vehicle. It can be stolen and used to return and enter your house.

HOME
·         Remember, most burglaries can be prevented!
·         Always lock your doors and windows even when leaving for “just a minute.”
·         Never leave a house key available: under a doormat, in a flower pot or on the ledge of the door. These are the first places a burglar will look.
·         Make your house look “LIVED IN.” Use timers so that lights, radio and TV go on and off throughout the house to indicate someone is home. For longer trips, be sure to stop mail and newspaper delivery or have a neighbor collect them daily.
·         Remember, if you come home and see a broken window or open door, don’t go in. Confronting a burglar can be dangerous. Contact your local law enforcement agency immediately.
·         Whenever you move to a new home, have the locks changed.
·         Consider alarm systems..
·         The best crime prevention tool ever invented is A GOOD NEIGHBOR!One of the best crime fighting teams are neighbors working in conjunction with the police department, and reporting all suspicious activity.

Another way the community can help Police is by documenting serial numbers. Many times, a victim of a burglary calls to have a report taken but cannot provide the serial numbers to the items taken. These numbers are critical in recovering and returning stolen property to its owner. This information is used to positively identify stolen property and/or contact the victim.

Most products are manufactured with a serial number inscribed, engraved, printed or stored on the device. The easiest way to find a serial number is to look on the packaging in the area of the UPC code. Oftentimes, the model number and make are also located with the serial number.

The best way to document serial numbers is to write them down and keep them in a safe place. An alternate means of documentation is to photograph the product and the serial numbers and then email both to oneself. Save the emails in a folder on your email-home page. Email can be accessed from most anywhere and you can still provide this information to police in the event you are away from home and you are the victim of a burglary.

Law enforcement officers can’t be everywhere at once, but you can play a part in a more vigilant neighborhood. You know what is normal and what is going on in the neighborhood. If you see, hear, or feel something may be suspicious, call the police immediately.

“In most cases of burglaries and theft, someone has seen something but did not report it,” added Williams. You can always report anonymously by calling our crime tip hotline (805) 486-8362. Most times, thieves will not target an area where residents keep calling the police. DETAILS:

On 03/01/2014 at 0908 hours officers with the Oxnard Police Department responded to the call of a burglary in progress at Trojan Storage at 1801 Eastman Avenue. The suspect, Kevin Lynch, was observed breaking into vehicles.

Officers responded to the area and tried to contact Lynch at the business. Lynch fled from officers in a light blue sedan. Officers attempted to pursue Lynch, but he drove at such high speeds that officers elected to discontinue the pursuit. As Lynch was fleeing the area he lost control of his vehicle and collided with the center median at Gonzales and C Streets. Lynch fled from the disabled vehicle but was taken into custody after a short foot pursuit. While Lynch was being medically cleared at St. John’s Hospital he fled from officers and medical staff. Lynch was re-captured after another foot pursuit. Lynch was booked for recklessly evading officers, attempted escape, resisting an officer, and vandalism.

On March 8, 2014, at 6:40 a.m., an anonymous caller reported seeing two male subjects looking into vehicles in the area of Ivywood Drive and M Street. Officers responded to the area and located Calim McClelland and Michael Ebert, who matched the description given by the anonymous caller. Both McClelland and Ebert were carrying bags that were found to contain stolen property. Both were arrested for possession of stolen property and for being under the influence of a controlled substance.

On 3/13/14 at 3:50 a.m., officers from the Oxnard Police Department were dispatched to the 3000 block of Circle Drive reference a suspicious vehicle. The witness advised that a white Chevrolet Blazer was circling the area and then parked. The witness was able to provide a license plate number as well as a detailed description of the vehicle. Responding officers located the suspect vehicle and the registered owner, Cirilo Flores, Valentin standing beside it.

Upon further investigation, officers located a victim vehicle in the area with a smashed rear window and both rear doors open. The owner of the victim vehicle was located and interviewed. It was determined that items from the victim vehicle were inside of Valentin’s vehicle. Valentin was arrested for possession of stolen property and possession of methamphetamine.

DETAILS:
On 4/19/14,at 2330 hours, Officers from the Oxnard Police Department Special Enforcement Unit attempted to conduct a traffic stop on a vehicle in the 1700 block of N. Ventura Road. The driver of the vehicle, Joseph Zuniga, failed to yield, leading officers on a short vehicle pursuit, ultimately yielding in the 900 block of S. Ventura Road. Joseph Zuniga is a Post Release Offender who has been served with the Colonia Chiques Civil Gang Injunction. Zuniga was subsequently arrested for Evading a Police Officer, violating the Colonia Chiques Civil Gang Injunction, violating his Post Release Offender status and narcotics related offenses.
Zuniga is currently in the Post Release Offender Program, created by Assembly Bill 109 – the 2011 Public Safety Realignment – which was effective October 1, 2011. This program mandates that individuals sentenced to non-violent, non-serious (irrespective of priors) or non-sex offenses will serve their sentences in county jails instead of state prison. The public should be aware that release under AB 109 is based on the offender’s most recent committing offense. Prior convictions are not considered.

DETAILS: On April 23, 2014 at 1630 hours, detectives from the Oxnard Police Department Family Protection Unit arrested Jorge Arellano at his home in Oxnard after the completion of a six month criminal investigation. The police department began the investigation in October of 2013 after receiving information of alleged misconduct with a student who attended Oxnard High School. Mr. Arellano was employed as a teacher with the Oxnard Union High School District at the time of the alleged crime. Mr. Arellano was arrested for misdemeanor child annoying.
