DETAILS:
On September 15, 2016, at approximately 11:50 p.m., an officer from the Oxnard Police Department was on patrol when he stopped a vehicle for a vehicle code violation. During the stop, he contacted the driver, Jacqueline Pena, and passenger Jake Everett Lopez. Lopez was found to be a documented gang member out of the City of Los Angeles and a convicted felon who is currently on Post Release Community Supervision.
During a search of the vehicle, officers located narcotics and a handgun within the passenger compartment. Pena and Lopez were arrested for various weapons and drug related charges. They were booked into the Ventura County Jail.
The Post Release Offender program was created by Assembly Bill 109 – the 2011 Public Safety Realignment. This program mandates that individuals sentenced to non-violent, non-serious or non-sex offenses will serve their sentences in county jails instead of state prison. The public should be aware that release under AB 109 is based on the offender’s most recent commitment offense, prior convictions are not considered.
