DETAILS:On December 17, 2014, Detective Terry Dobrosky from the Oxnard Police Department’s Family Protection Unit was contacted by a parent who was concerned that an adult male was attempting to entice her 12 year old daughter online. While proactively monitoring her daughter’s online social media usage, she learned that the adult male may have been involved in exchanging lewd material with her daughter via online social media applications.

After an extensive two-month investigation, investigators from the Oxnard Police Department’s Family Protection Unit arrested 19-year-old Wesley Jacob Rolen at his residence. Mr. Rolen was arrested for various charges which include child enticement, child annoying, possession of child pornography, and sending obscene/lewd material to a child. He is currently in custody at the Ventura County Jail with bail set at $150,000.

Investigators have reason to believe that there may be other victims that have been contacted by Rolen. Anyone with additional information should contact Detective Terrance Dobrosky at (805) 385-7609.

INCIDENT:	DUI/Driver’s License Checkpoint Results

DETAILS:
On Friday, February 20, 2015, between the hours of 8:00 p.m. and 2:30 a.m., officers from the Oxnard Police Department conducted two DUI/Driver’s license checkpoints in the City of Oxnard. The first checkpoint was conducted in the southbound lanes of Rose Avenue north of Lindsey Place and the second checkpoint was conducted in the southbound lanes of Oxnard Boulevard south of Vineyard Avenue. These locations were chosen to provide increased DUI deterrence and in response to recent alcohol related arrests and/or DUI collisions.

The checkpoints resulted in the following:

·         799 vehicles through
·         748 drivers screened
·         Six DUI investigations conducted
·         Three DUI alcohol arrests
·         One DUI drugs arrest
·         Three criminal arrests (three individuals arrested for outstanding warrants)
·         30 citations issued to unlicensed drivers
·         Four citations issued to drivers with a suspended/revoked driver’s license
·         60 total citations issued
·         12 vehicles towed

Three of the four DUI arrests occurred at the checkpoint on Rose Avenue with one found to be under the influence of alcohol, nearly double the legal limit of .08, and the other was under the sole influence of drugs. The fourth DUI alcohol arrest was made at the checkpoint on Oxnard Boulevard.

The Oxnard Police Department will continue to conduct DUI enforcement operations this year. These operations are an effort to reduce the number of alcohol related crashes and to make our roadways and community safer. We also remind people to dial 911 if an impaired driver is seen. These DUI enforcement operations are funded by grants from the California Office of Traffic Safety (OTS) and through the National Highway Traffic Safety Administration.

The Oxnard Police Department Traffic Unit will be conducting a multiple location DUI/Driver’s License Checkpoint on Friday, February 20, 2015 at undisclosed locations within the city limits between the hours of 8:00 p.m. to 3:00 a.m.

Officers will be looking for signs of alcohol and/or drug impairment with officers checking driver’s for proper licensing delaying motorists only momentarily. Specially trained officers will be available to evaluate those suspected of drug-impaired driving.

In 2014, the Oxnard Police Department investigated nearly 200 preventable collisions that involved a driver who was under the influence of alcohol and/or drugs. Of those collisions, over 140 people were injured. Tragically, three of those collisions resulted in the death of two motorists and one bicyclist. Oxnard Police officers also arrested over 500 DUI drivers in 2014.

According to the National Highway Traffic Safety Administration (NHTSA), checkpoints have provided the most effective documented results of any of the DUI enforcement strategies, while also yielding considerable cost savings of $6 for every $1 spent. Nearly 90 percent of California drivers approve of DUI checkpoints.

Funding for this checkpoint is provided to The Oxnard Police Department by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration, reminding everyone to ‘Report Drunk Driver – Call 9-1-1.

DETAILS:

Road closures associated with the train derailment at 5^th Street and Rice Avenue have been lifted. Clean-up and repair operations are nearing completion and roads are mostly open. However, the northbound #2 lane of Rice Avenue at 5^th Street is temporarily closed.

DETAILS:

On February 2, 2015, at 4:45 PM, an Oxnard Police Officer observed a 2015 Toyota Camry matching the description of a vehicle stolen on January 28, 2015 from the 5800 block of Edison Road. The vehicle was driven by Alonzo Juventino Hernandez, a 27 year old Oxnard resident. The officer attempted to stop the vehicle at Ventura and Wagon Wheel Roads, but Hernandez fled the vehicle on foot. The officer chased Hernandez on foot into the river bottom under the 101 freeway. A citizen bystander, who observed the incident, assisted the officer in the foot pursuit.

Hernandez ran for a short distance in the river bottom before he entered a body of water approximately ten feet deep and tried to swim away from the officer. The citizen, a Navy Lieutenant from the CBC Base at Port Hueneme, jumped into the water in an attempt to catch Hernandez. Hernandez was subdued by the citizen when he came back onto land and tried to flee on foot. The citizen detained Hernandez until the officer could place him under arrest.

Hernandez was arrested for being in possession of a stolen vehicle, resisting or delaying a peace officer’s duties, and fleeing the scene of an accident, as Hernandez left the stolen vehicle in drive when he fled on foot. The vehicle collided with an unoccupied, parked vehicle causing minor damage.

Members of the Oxnard Police Department Auto Theft Task Force observed a stolen Nissan Quest Van in the area of “H” Street and Erica Place. Officers attempted to stop the vehicle and the vehicle fled northbound on Ventura Road. Officers pursued the vehicle to the area of Moss Landing Blvd. and Kings River Dr. The suspects then fled on foot from the vehicle and were apprehended a short time later.

The driver identified as Luis Arrellano was arrested for possession of a stolen vehicle and evading the police. The passenger identified as Richard Sandoval was arrested for possession of a stolen vehicle. Both subjects were booked into the Ventura County Main Jail.

The Oxnard Police Department Auto Theft Task Force was created to address stolen vehicle issues within the City of Oxnard. The Oxnard Police Department advises citizens to park their vehicles in well lit areas, lock their vehicles and use anti-theft devices to secure their vehicles.

DETAILS:On February 28, 2015, at approximately 9:07 p.m., officers from the Oxnard Police Department were dispatched to a shooting victim call in the 100 block of Eliza Court. Upon arrival, officers located two shooting victims at the scene. One subject was transported to the Ventura County Medical Center where he is in serious but stable condition. The second subject was located near the front door of an unrelated residence whereby he was pronounced dead by paramedics. It appears that the victim died from an apparent gunshot wound. Both victim names are being withheld pending notification to a next of kin.

Preliminary investigation indicates the two victims were hanging out with two additional subjects in the 100 block of Eliza Court. They were approached by two Hispanic males on foot, which opened fire on the group. Witnesses recall hearing multiple gunshots with the suspects running westbound towards Dolores Court. The motive is unknown at this time but is believed this may be a gang related incident. Detectives are also attempting to determine if this incident was related to an earlier shooting today in the 700 block Berkshire.

On January 29, 2015, Oxnard Police Department officers responded to a residential burglary in the 1200 block of Briana Circle in the city of Oxnard. During the investigation, it was determined that the victim had a video surveillance system in the home. Video evidence was collected and used to identify two suspects.

A 17-year-old male juvenile suspect was arrested on January 30, 2015, and found to be in possession of property taken during the burglary. The investigation continued until a second suspect, Jeffrey Estrada, was arrested on February 6, 2015. Estrada was also found to be in possession of property from the burglary.

We believe it is still possible that there may have been additional incidents such as these that have gone unreported by potential victims. On Sunday, February 8, 2015, at approximately 9pm, officers from the Oxnard Police Department Special Enforcement Unit contacted a juvenile suspect in the 100 block of Bernarda Ct. The juvenile suspect is an Oxnard resident and a documented gang member. The suspect has previously been served with the Colonia Chiques civil gang injunction and is currently on juvenile probation. When officers initially contacted the suspect, the suspect removed a sawed-off shotgun that was concealed in his pants and discarded the weapon in the front yard of a nearby residence. The shotgun was recovered and found to be loaded. The juvenile was taken into custody for several weapons violations, violation of the civil gang injunction and, violation of probation.

The Oxnard Police Department Special Enforcement Unit is committed to reducing gang and firearms violence in the City of Oxnard through the strict enforcement of laws specifically targeting known, active gang members residing in the City. Citizens are reminded to contact the Police Department when they observe suspicious activity or are witness to a crime.

DETAILS:

Members of the Oxnard Police Department Auto Theft Task Force observed a stolen Honda Accord in the 300 block of West First Street which pulled into the backyard of a residence. The residents where the Honda was located were contacted and the residence was searched. Jesus Pantoja was contacted at the residence and identified as the person driving the stolen vehicle.

During the search of the residence, Gerardo Garcia was contacted and arrested for a pending case involving auto theft. Ernesto Fermin was also contacted at the residence and arrested for an outstanding warrant and narcotics related charges. A second stolen vehicle was also located during the search of the residence.

Garcia was booked for auto theft charges and an outstanding warrant. Duarte was also booked for auto theft related charges stemming from the two stolen vehicles located at the residence. Fermin was booked for narcotics charges and his outstanding warrant. All three subjects were booked into the Ventura County Main Jail.
